Walter L. Mitchell
Memorial Scholarship Award Competition

Rules and Regulations

1. The 2008-2009 competition for the Walter L. Mitchell Memorial Scholarship Awards is open to high school seniors to be graduated in January or June of the current school year and recent high school graduates who, by September 1, 2008 will not have completed more than a half-year college.

2. To be eligible, the applicant must be a child, stepchild or legally adopted child of a member of the International Chemical Workers Union Council with continuous membership for at least a year prior to March 2, 2007. If at the time of application the parent is not a member in good standing, the applicant will be eligible if one of the following applies: 1) the member died within the last year and who at the time of death had continuous good standing for one year; or 2) the member is on sick leave or layoff with contractual rights to return to work and who at the beginning of such sick leave or layoff had continuous good standing for one year.

Children of employees of the ICWUC or the UFCW who are ICWUC members are not eligible for an award.

3. A total of 13 $1,500 Awards will be made as follows: two Awards in each of the five regions of the International Chemical Workers Union Council; one Award granted on an at-large basis and the top-ranked alternate will receive the Al Barkan Memorial Award; one additional Award will be made to an applicant from Region 4 - the Jim Hull Memorial Award. An additional five alternates will be selected and ranked who will receive an Award forfeited by any winner.

In the event there are not sufficient completed applications in a region to grant the two regional Awards, the Award(s) will be granted on an at-large basis.

4. The recipient of an award may attend any accredited college, university, school of nursing, or any other accredited institute of higher learning.


APPLICATIONS

5. All applications and inquiries relative to the Awards Program must be forwarded to the International Chemical Workers Union Council, Research and Education Department, Walter L. Mitchell Memorial Scholarship Awards, 1799 Akron Peninsula Road, Akron, Ohio 44313.

6. Each applicant is to fill out the attached preliminary application, obtaining the appropriate signatures of the local union president and secretary-treasurer. This application must have these two officers’ signatures. Upon receipt of this form, the applicant will be sent final application forms and instructions. No request for final application forms will be honored unless it is made on the attached form or facsimile.

7. Applicants are urged to take one of the nationally given exams (SAT or ACT) if available. Arrangements for these examinations should be made with high school counselors or principals. If an applicant is entering an institute of higher learning which does not require either examination, the name or type of entrance examination required must accompany the preliminary application.

8. It shall be the applicant's responsibility to make certain that entrance test scores are included with scholastic records from the applicant's high school or from the institution administering such examinations. The College Entrance Examination Board (SAT) code number for the Walter L. Mitchell Memorial Awards is 0284.

9. The period of preliminary application shall be from September, 2006 to March 2, 2007. The Preliminary Application must be postmarked no later than March 2, 2007. Any applications postmarked after that date will be discarded.

10. The awards will be made on the basis of the applicant's high school grades, school evaluations and recommendations concerning the student, and college entrance tests. All final forms, test information and final applications must be furnished to the Research and Education Department, International Chemical Workers Union Council, no later than April 25, 2008.

11. Selection of the winners will be made by a committee of three independent, outside educators.

12. The winners of the Walter L. Mitchell Memorial Scholarship Awards will be selected as soon as possible after the closing date, hopefully not later than May 31, 2008.


SELECTION OF SCHOOL BY WINNERS

13. The winners of the awards must conduct their own negotiation with the school of their choice. Application for an award does not constitute application for admission to the selected school.

PAYMENT OF SCHOLARSHIPS

14. Upon the enrollment of an award winner at an accredited college, university or other accredited school of his or her choice, the amount of the award will be deposited with the school, in the name of the student and will be disbursed on his or her behalf to cover authorized expenditures.

The International Chemical Workers Union Council cannot accept any responsibility for the conduct, personal affairs, debts or obligations of an award winner and, therefore, the Council shall not be liable for the same in any manner.

OBLIGATIONS OF SCHOLARSHIP WINNERS

15. The award winner must enter the school of his or her choice not later than the fall of the year in which his or her award is granted. Except for military service, illness or other exceptional and extenuating circumstances, the award winner will be required to continue his courses without interruption.

If the award is forfeited by a winner, the award will be given to the next highest eligible contestant.

MILITARY SERVICE

16. If the studies of the award winner are delayed or interrupted by military service, upon notification to the Research and Education Department, International Chemical Workers Union Council, the award will be held in abeyance during such military service. However, the award recipient must apply for reinstatement of his award within three months of discharge and enroll in a college no later than the next succeeding year.

ILLNESS

17. An illness, accident or any exceptional extenuating situation which delays the award recipient from commencing or continuing his college studies will be regarded as an acceptable reason for holding the award in abeyance.

Award winners who may be prevented from starting or continuing their college courses because of illness or accident should promptly advise the Research and Education Department, International Chemical Workers Union Council.

PERMANENCY OF THE PROGRAM

18. The Award Program has been established with the confident expectation that it will be continued on a permanent basis. It is recognized that conditions may require changes or modifications. The right to modify or terminate the program in whole, or in part, is reserved. In the event of such change, however, awards in effect will be continued for their duration.
