Contacting the Chemical Workers is easy - just call - and during normal business hours you will never get a menu to go through - imagine you call us and a real person will answer the phone, find out who you need to talk to and transfer you. Not sure who you need to talk to? That same person will listen to you and help you determine what department you need. All you have to do is pick up the phone and dial.


Frank Cyphers, President   

Frank was hired by American Cyanamid Corporation in May 1972 and he joined Local 436. He was elected grievance committee representative for the maintenance department in October 1974. He held almost every position in the local until elected as President of local 436 in May 1987. He was re-elected to a second term in May 1989, and became an International Representative in August 1990. Frank was appointed to the ICWUC Executive Board by President Martino in August 1998 to replace retiring Vice President Bob Meade. He was elected Vice President/Regional Director of Region III at the first convention of the ICWUC in April 1999. He directs all activities for Region III out of the Regional Office in Wallingford, Ct. Region III includes the following states: Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, Pennsylvania, New Jersey and Delaware. He was elected as Secretary-Treasurer at the August 20, 2001 Executive Board Meeting. Frank was elected as President of the ICWUC October 18, 2007.


Greg Villanova, Secretary Treasurer   

Greg was elected Secretary Treasurer October 18, 2007. Greg assists both Local Union and Staff Representatives in local union negotiations; he directly assists in negotiations by presenting proposals in all areas of the negotiated agreement. Greg also serves as the coordinator of certain Councils and Committees where the ICWU has Master Agreements in place.


Kim Schmidt, Administrative Assistant  

Kim’s career with the ICWU has had many paths leading her to become the Assistant to the President. She assisted the Legal Department as secretary to our General Cousel prior to becoming secretary to the Secretary Treasurer and then Office Manager. Her experience and ability along with her ease to talk with makes her someone who can assist you when you are in need of our help.


Eric Bray, Assistant to the Secretary Treasurer  

Eric’s many years with the Chemical Workers makes him a very diverse employee with many duties. Eric maintains all of the union financial data along with assisting the local unions in filing their monthly, quarterly and yearly financial reports. In addition to being Assistant to the Secretary-Treasurer, Eric Bray is the ICWUC Recorder and a member of the Council Executive Board.


John Morawetz, Director, Health & Safety Department  

The department is responsible for identifying new hazards, finding sources of grant and research funds, completing grant applications and identifying and developing relationships with other union and organizations to advance worker and environmental health and safety. John assists local unions in keeping their workplace safe. In case of an injury or a fatality, John is on site inspecting the facility to help guarantee our members safety on the job.


Robert Lowrey, Counsel, Legal Department  

Robert provides legal advice and comment to council locals, the Chemical Council, its officers and departments in matters which are either assigned by the Council President or upon request of Council Officers. The matters for which Robert provides assistance or advice are varied and diverse, but primarily are issues directly related to labor-management relations, organizing, and contract negotiations, as well as contract enforcement and administration.


Randy Vehar, Counsel, Legal Department  

As union staff attorney, Randall provides various legal assistance to local unions, local union officials, the Council, and the International on matters assigned to him. These matters are primarily those involving labor-management relations, organizing, contract negotiation and enforcement, including at times handling arbitration cases, unfair labor practice cases, federal and state court litigation, discrimination cases, and defending local unions in fair representation cases.


Sandy Noble, Director Data Processing

This department not only handles routine data processing but also membership processing. We are always available to assist any local union with their membership or any computer problems they may have.
